The alliance has set up the Council of Belt and Road Alliance for Industry and Education Collaboration. The Council is the highest leadership and decision-making body of the alliance, which is composed of some member units. The alliance has a number of chairmen and vice-chairmen. The vice chairman unit shall be recommended by the chairman unit and voted by the general meeting of members. The term of office of the Council is three years. The Council shall meet at least once a year, and may meet online under special circumstances.
The main responsibilities of the Council:
(1) to determine that orientation, development principle, organizational structure and institutional arrangement of the alliance;
(2) to formulate the development plan of the alliance;
(3) to determine the qualification of the member unit of the Alliance;
(4) to determine the major issues of the Alliance;
(5) to examine and approve the annual work plan for the Alliance; and
(6) to guide the activities carried out by the Alliance.
The alliance has a Secretariat, which is responsible for the daily affairs of the alliance, and the chairman unit has a Secretary-General, and the vice chairman unit recommends a deputy Secretary-General to form the Secretariat of the alliance.
The Alliance has an Expert Advisory Committee, which is responsible for guiding the work of the alliance, conducting relevant research and making suggestions for the decision-making of the Council.The Expert Advisory Committee shall be appointed by the Council, and the term of office shall be the same as that of the Council.
